On The Walking Dead, the survivors have encountered a variety of groups, both dangerous and helpful. Which ones, though, were the most potent?


Throughout its journeys, the main cast of people on The Walking Dead has encountered a variety of diverse groups, from enemies to friends and allies. On The Walking Dead, each survivor community has its own set of rules, with some of them appearing to be less dangerous than others.


It's been a crazy trip, from the claimers who make a career stealing from others but won't steal from one other, to the Whisperers who disguise themselves as walkers by wearing the skinned faces of the dead. With The Commonwealth poised to become one of the next big things, it's time to pay tribute to all those who have crossed paths with Daryl and the crew.


13The Scavengers

The Scavengers, who lived in a junkyard, grabbed what other humans didn't want and turned it into something beneficial. Leader Jadis became critical to Rick's survival, and she had a hidden pact with the Civic Republic Military (CRM) that was revealed in the spin-off series Walking Dead: World Beyond, in which she appeared.


However, the mystery surrounding Jadis' relationship with the CRM meant she had more authority than she let on on The Walking Dead. The Scavengers, on the other hand, preferred to sit back and do their part, only becoming involved when there was something in it for them. If not, they'd gladly decline to assist and go about their business, disinterested in upsetting the status quo. When it comes to ranking all of The Walking Dead's survivor settlements, the Scavengers come in last.


12Grady Memorial Hospital

Beth's stint at the Grady Memorial Hospital, where she met Noah during her captivity, was a key element of season 5. The organisation that formed there, led by officers of the Atlanta Police Department, ran a tight ship.

Lieutenant Dawn Lerner was in charge, and she was easily the least dangerous villain on The Walking Dead thus far. She consented to help individuals in need, but once they had recovered, they were forced into servitude, performing manual labour and, in some cases, functioning as sexual slaves to pay off the debt. Beyond its four boundaries, however, the group lacked much power.


11The Wolves

Unhinged? Yes. Disturbed? Yes. Strong? Somewhat, but not quite as strong as some of the other contestants. The hostile group had a unique strategy: they would draw survivors into traps, steal their stuff, and then use the victim as bait to entice the next victim once they had turned. They leave a signature on each homicide, much like serial killers do: a "W" cut into the victims' foreheads as a sort of warning.

Their plans were hastily put together and lacked vision. It was vicious, which gave the group physical strength, but they were no match for many other groups' intellect.

10The Ferals

The Ferals, who debuted in Season 11, looked like something out of a horror film. The scruffy, animalistic assassins had utterly lost any sense of their humanity, hunched over and crawling on all fours. They resorted to acting like the undead, attacking and feasting on humans despite the fact that they were still alive.

Because of their carnivorous and ferocious character, they were extremely hazardous. They were also very intelligent, capable of setting traps to capture people in a manner that demonstrated they still had some brains about them. They were violent creatures since their entire purpose was to kill everybody who crossed their path, as though they were hunting. However, they were few in number and were dispatched promptly.

9Oceanside

Oceanside, which was completely made up of women, was hazardous in that they promised to kill anyone who came near them for fear of suffering the same fate as the men who had been killed by Simon and The Saviors.

While it's likely that Oceanside will play a major role in the show's final episodes, the group has so far only supplied assistance when it's been requested and hasn't showed any real strength. With being stated, the fact that they have positioned themselves so far away from most threats demonstrates that they are more strong than most people believe.

8Hilltop Colony

Gregory, the community's previous leader, was a coward who made wrong mistakes left, right, and centre. The group's status began to climb after Maggie—and subsequently Tara—took command.

The farming community possessed all of the resources necessary to be prosperous and self-sufficient, which is why they were on the top of Negan's list of targets. Their main source of power was negotiating for resources, which they had in abundance. With being said, the Hilltop Colony is at the bottom of the list because it has been virtually decimated.

7Alexandria Safe-Zone

Apart from having solar panels installed, which allowed the group to have luxuries like power, Congresswoman Denna Monroe, a character who didn't appear in The Walking Dead comics, knew a thing or two about how to operate and organise a community. She used her pre-apocalyptic knowledge to create a village that resembled a movie set's picture-perfect suburban street.

She supported, encouraged, and safeguarded the community. Alexandrians could survive without relying on others, and they had an impenetrable defence system that kept both outsiders and walkers out. While Alexandria is suffering from a lack of supplies as a result of The Whisperers' onslaught, the fact that it is still intact, harbouring survivors from three different communities, is a testament to its resilience.

6The Kingdom

Shiva, Ezekiel's deadly pet tiger who served as the group's personal protector, was what truly made the Kingdom one of the most formidable organisations on the show. Ezekiel used his earlier training with Shiva and acting ability to create a false feeling of prestige for himself, giving the group hope and encouraging their allegiance. He was dubbed "King" by everyone, and he lived up to the title, always leading with honour and dignity.

Despite having a carnivorous animal by his side, Ezekiel found himself—and the Kingdom—at the mercy of the Saviors. Because he refused to fall to their level, his power was not as great as that of some of the other groups.

5Terminus

It was a wonderful yet terrible concept, and one that viewers are likely to believe would occur somewhere if a true catastrophe occurs. When food got limited, the Terminus team hatched a brilliant strategy: enlist humans, fatten them up, drain them, then prepare and devour their flesh.

The ability of Terminus to set up reassuring signs to urge survivors to seek out their community, believing it would offer them with protection and salvation, was what made them so powerful.

4The Reapers

The Reapers are the only organisation on The Walking Dead that functions like a cult, much more so than The Saviors. They are a group of highly trained hostiles who represent outliers with extremist ideas who believe in starting a new existence by annihilating anyone who stands in their way.

The leader Pope preaches his own gospel, a twisted interpretation of Christianity, and his followers blindly obey all of his commands. The group is one of the smallest of all The Walking Dead villains, but their military training, as well as their tight-knit familial-like bond, make them lethal to anyone who gets in their way. They all fought together in Afghanistan prior to the world ending.


3The Saviors

Negan was one of The Walking Dead's most heinous villains. He was the most destructive member of the gang, as he was responsible for the deaths of two of their most important members, Glenn and Abraham. For the longest duration of any villain, he mocked, ridiculed, and frightened them. Furthermore, he commanded many apocalyptic factions, all of whom were obligated to provide for him or face the consequences.

Negan, like a mafia boss, had a system in place where he promised protection to everyone in exchange for monthly contributions of food, guns, vehicles, and other amenities. If you pay up, everything will be back to normal. If you don't, his wrath will fall on the group. Negan, like many of his other faithful followers, proven to be unexpected. But it was the fact that he possessed the uncommon attributes of being bright, charming, cruel, and very intellectual all at the same time that made him particularly dangerous.

2The Whisperers

The Whisperers are the only faction that has the potential to be more powerful than even the Saviors. The Whisperers were nomads who wandered around as they pleased and opted to live off the soil, whereas the Saviors desired commodities. They were instructed not to be afraid of anything, to have no feelings for anything, and to never become connected to anything. But Alpha, their leader, was also a brilliant thinker.

The Whisperers, who operated in a cult-like manner similar to the Saviors and Reapers, feared and revered Alpha. She had only one goal in life: to eliminate threats and exercise her power to the fullest extent possible. Alpha and Negan were like two peas in a pod, but Alpha was too far gone, whereas Negan had shown he wasn't beyond salvation. That, combined with the fact that Beta was by her side, even though he was one of The Walking Dead's least intelligent antagonists, was what made the group so powerful.


1The Commonwealth

Any group that can function as if there isn't an impending doom on the horizon has greater power than any other. And this is exactly how The Commonwealth, a new Walking Dead gang, portrays themselves. The Commonwealth is on a different level than Alexandria, with residents living in charming small dwellings and food growing in plenty.

It's a town that appears idealistic on the outside, with its own government, military operatives, court system, restaurants, stores, and even infomercials that promise a suburban life within its borders. On the inside, though, there is almost certainly a severe threat. Fans are eager to see how The Commonwealth will factor into the story's conclusion.


The Civic Republic's CRM is a highly advanced military operation. Although the exact location of the core CR village is uncertain, glimpses from World Beyond's final episode suggest it may be in Philadelphia. We don't have to list it, everyone knows it's the strongest of all groups.
